Draft law aims to increase transparency of the activities of the institutions administered by the central government and municipalities.  LFMI notes that the draft law soundly suggests applying broader requirements of publicity to public institutions, the shareholders of which are state or municipal institutions or agencies.  However, if shareholders of public institutions are private natural or legal entities, such requirements are redundant and not justified.
